A report from Amnesty International identifies 88 government torturers in the Philippines. The
report states that alleged subversives have their heads slammed into walls, their genitals and pubic hair torched, and are beaten with clubs, fists,
bottles, and rifle butts. Over 60,000 people have been arrested for political reasons.
The Philippine ruler, Ferdinand Marcos, is supported by the USA which had recently approved a $ 88,000,000
World Bank loan to his regime. A few years later, George Bush (then USA Vice
President) would praise Marcos for his "adherence to democratic principals and to the
democratic processes".
